The Sims design is to play one neighborhood at a time.

If you want to save several different neighborhoods, you can copy the \\UserData folder located within \\The Sims folder on your hard drive. Copy this folder into a different location and that neighborhood will be preserved.

When you want to play those houses, remove the current \\UserData folder and place the backed up folder into
\\The Sims folder.
